If you’re planning a panel upgrade in Sarasota — or you’re in the middle of a remodel and someone just told you the panel needs to come out — permits are going to come up. And if you haven’t dealt with the Sarasota County permitting process before, it can feel like a black box. What do you need? Who approves it? How long does it take? What happens during the inspection?
We go through this process regularly on behalf of our customers, so we can tell you exactly how it works. Not the generic version — the actual Sarasota County version, with the specific departments, the specific utility, and the things that tend to trip people up.
This is the first question, and it matters more than people realize. The City of Sarasota and Sarasota County are separate jurisdictions with separate building departments. A home on Siesta Key, technically an unincorporated barrier island, falls under Sarasota County’s jurisdiction. A home in the Southgate neighborhood just south of downtown might be in the city. Properties along the Tamiami Trail corridor, out toward Venice, in Osprey and Nokomis — those are county.
The City of Sarasota Building Department handles permits for properties within city limits. Sarasota County Development Services handles everything outside. The processes are similar but not identical, and the fee structures differ. Filing with the wrong one doesn’t derail a project but it wastes time. Before we submit anything, we confirm jurisdiction based on the property address. If you’re not sure which applies to your address, Sarasota County’s property appraiser website will show you the municipality — or just call us and we’ll figure it out.
Florida law and local amendments to the NEC are clear on this. Electrical panel work that requires a permit includes replacing an existing panel — even a same-size swap — upgrading service from 100 to 200 amps, replacing a failed main breaker, installing a sub-panel, relocating the main panel, and any work touching the service entrance conductors between the meter and the panel.
Smaller electrical work — replacing an outlet, swapping a light fixture, installing a ceiling fan on an existing circuit — is generally exempt from permit requirements. The panel is where the threshold gets crossed because it’s the source point for every circuit in the house. Uninspected work there has consequences for everything downstream.
For remodel projects, this creates a common scenario: a homeowner is doing a kitchen remodel or adding a bathroom, the electrician opens the panel to add circuits, and discovers the panel is too old, too full, or both. Now the panel replacement becomes part of the remodel scope, and it needs its own permit. This shouldn’t be a surprise — it’s standard practice — but it catches people off guard when they find out mid-project.
We submit the permit application as the licensed contractor. The application for a residential panel replacement in Sarasota County includes the scope of work description, the existing and proposed service sizes, the property information, and our license and insurance documentation.
For more involved work — upgrading the service entrance conductors, relocating the panel, changing the meter base — the application may include a simple single-line diagram showing the service configuration. This is a schematic, not architectural drawings, and it’s something we prepare as part of the application. Homeowners don’t need to produce anything.
Sarasota County uses an online permitting portal for application submission. Most straightforward residential panel permits move through the review process quickly — typically a few business days — before the permit is issued. More complex commercial or mixed-use projects take longer. For a typical residential panel replacement or service upgrade, the permit phase rarely creates a significant delay.
Permit fees in Sarasota County are calculated based on the value of the work. For a residential panel replacement, the fee is generally modest — a few hundred dollars in most cases. The fee is factored into our project estimate so there are no surprises. When customers ask whether they can avoid the fee by skipping the permit, we tell them the same thing every time: the permit fee is the cheapest insurance you can buy on this project.
FPL is the utility serving Sarasota and most of the surrounding area. Before we can do work on the service entrance — and any panel replacement that involves the service entrance conductors — FPL needs to pull the meter. They own the equipment from the transformer through the meter base, and they control the disconnect.
We contact FPL’s contractor line to schedule the temporary disconnection. FPL comes out, pulls the meter, and de-energizes the service entrance. We do the panel work. When we’re done, we call FPL to come back and reinstall the meter.
A few things homeowners should know about this. FPL works on their own schedule, not ours. We coordinate the FPL call and the work day together so they align, but there can occasionally be a wait if FPL’s availability in the area is limited. We let customers know if that’s a factor before confirming the work date.
For service entrance upgrades — going from 100-amp to 200-amp service, which requires upsizing the service entrance conductors and potentially the meter base — FPL has its own requirements for the service entrance equipment. The meter base needs to meet their specifications for the new service size. We’re familiar with FPL’s requirements and make sure what we install passes their review.
One thing specific to coastal Sarasota: FPL periodically has work backlogs in certain areas after major storms. If you’re doing this work in the aftermath of a hurricane, coordinating FPL access may take longer than usual. We’ve dealt with this in previous storm recovery seasons and we communicate the realistic timeline to customers rather than giving them an optimistic estimate that doesn’t hold up.
After the panel installation is complete and FPL has restored power, we call for inspection through the applicable building department — city or county depending on the address. Inspections for residential electrical work in Sarasota are generally scheduled within a few business days of the request.
The inspector comes out to the property during the scheduled window. Someone needs to be there to provide access — either the homeowner or we arrange to have a technician present if the homeowner can’t be there.
The electrical inspector’s job is to verify the installation meets Florida’s adopted electrical code, which is based on the NEC with Florida-specific amendments. For a panel replacement, the inspection covers:
The panel enclosure — correct type for the installation location (indoor-rated in a protected location, listed for damp or wet locations if it’s in a garage or exterior location). Sarasota’s coastal environment means an outdoor or garage panel that’s in an exposed location may need a corrosion-resistant enclosure, and inspectors here are accustomed to flagging that.
The service entrance — conductors properly sized for the service amperage, properly protected where they pass through the building, correct weatherhead or conduit configuration where they enter from the utility connection.
Grounding and bonding — the panel needs to be properly grounded to the grounding electrode system. For most Sarasota homes on slab construction, this means a connection to the concrete-encased electrode (the Ufer ground in the slab), ground rods, and in some cases the water service pipe if it’s metallic. The grounding system connections need to be the right size, properly made, and all present.
The wiring inside the panel — breakers properly seated, conductors properly landed, no double-tapping of breakers that aren’t rated for it, conductors properly identified, working space maintained in front of the panel.
The permit placard — the permit paperwork needs to be posted at the property during the inspection.
Occasionally an inspector will flag a deficiency. It might be a code interpretation issue, a missed connection, or something about the installation that doesn’t match current code. When this happens, we address the correction and schedule the re-inspection. It delays the closeout by a few days but it’s not a crisis.
What it isn’t is a reason to skip the permit in the first place. An inspector finding and flagging a correction is the system working correctly. A deficiency in an uninspected panel is just a deficiency nobody knows about — until something goes wrong.
Remodels are where the panel permit question gets more complicated, and it’s worth spending a few minutes on because this is where we see homeowners get caught off guard.
A kitchen remodel that adds a dedicated circuit for a new range, a dishwasher circuit, a microwave circuit, and a couple of new outlet circuits might need four or five new breaker spaces. If the existing panel has those spaces and the capacity, no panel upgrade needed — the new circuits get their own permit as part of the remodel’s electrical scope.
But if the panel is full, or if it’s already operating close to its load limit, those new circuits aren’t going in without addressing the panel. That’s when the panel replacement becomes part of the remodel permit scope, either as a separate electrical permit or as part of the overall building permit depending on how the project is structured.
We’ve seen kitchen remodels in older Sarasota homes — homes in Southgate, Gulf Gate Estates, older parts of the South Trail corridor — where the original 100-amp panel was packed solid and the remodel’s electrical requirements simply couldn’t be accommodated without an upgrade. The homeowner didn’t plan for it, the general contractor didn’t flag it in the early estimate, and it came up when we pulled the panel cover. At that point, the options are upgrade the panel as part of the remodel or don’t add the circuits. One of those options is the right answer.
For larger remodels that involve structural, mechanical, and electrical work, the building permit often covers multiple trades. The electrical portion gets reviewed and inspected under the same permit number. In those cases, the electrical inspector may be seeing the panel as part of a broader inspection, not a standalone visit.
This doesn’t change what’s required — the panel still needs to meet code, the grounding still needs to be right, everything still gets inspected. It just means the panel work is one line item in a larger inspection rather than the only thing the inspector is looking at.
We’ve covered the process, but it’s worth being direct about why it matters.
Insurance is the first reason. If an electrical fire or damage event is traced back to a panel that was replaced without a permit, Florida homeowners insurance carriers can and do deny claims on that basis. An unpermitted panel replacement voids coverage for damage caused by or related to that work. In a state where electrical panels get stressed by storms, heat, humidity, and salt air — and where claims happen — that’s not a risk worth taking to save a permit fee.
Resale is the second reason. When your home goes under contract and the buyer’s inspector looks at the panel, they’re going to ask whether the replacement was permitted. An unpermitted panel replacement is a finding on the inspection report. Buyers ask for credits, or ask for the work to be retroactively permitted, which can require opening finished areas. We’ve seen deals complicated and occasionally killed by this. It’s avoidable.
Safety is the reason that should come first. A panel inspection is a licensed professional confirming that the most consequential piece of electrical equipment in your home was installed correctly. The permit and inspection process doesn’t guarantee perfect work — nothing does — but it’s a meaningful check. An uninspected panel is just an unchecked one.
